This unique wire holder allows you to use it as a 3mm washer on a 3mm bolt of your aircraft/helicopter.
Once secured, the black plastic coated metal tag can be bend around to hold the wire/wires and neaten up your wiring layout.
Very similar in principal to a plastic wire twist, it is also re-useable.
